काठमाडौँ । विदेशी विश्वविद्यालयबाट सम्बन्धन लिइ नेपालमा शैक्षिक कार्यक्रम सञ्चालन गर्ने ५९ वटा शिक्षण संस्थामध्ये अधिकांश नियम विपरीत सञ्चालनमा छन् ।

विदेशी विश्वविद्यालय तथा शिक्षण संस्थाहरूबाट सम्बन्धन लिएर नेपालमा शैक्षिक कार्यक्रम सञ्चालन गर्न ‘विदेशी शिक्षण संस्थाको सम्बन्धमा उच्च शिक्षा सञ्चालन गर्ने सम्बन्धी निर्देशिका, २०५९’ छ । तर शिक्षण संस्थाहरू उक्त निर्देशिका विपरित सञ्चालनमा रहेको पाइएको हो ।

निर्देशिकाले विश्वका एक हजार वरीयताभित्र पर्ने विश्वविद्यालयबाट मात्रै सम्बन्धन लिएर नेपालमा शैक्षिक कार्यक्रम सञ्चालन गर्न पाइन्छ । निर्देशिकाको परिच्छेद २ मा अनुमति सम्बन्धी व्यवस्था छ, जसमा विदेशी शिक्षण संस्थाबाट सम्बन्धन लिएर शैक्षिक कार्यक्रम गर्न चाहनेले शिक्षा, विज्ञान तथा प्रविधि मन्त्रालयको अनुमति लिएरमात्रै सञ्चालन गर्न पाउने व्यवस्था छ ।

उनीहरूले पाँच लाख रूपैयाँ राजस्व बुझाएर एक पटकमा बढीमा दुई कार्यक्रमका लागि आवेदन दिन पाउने व्यवस्था छ । त्यस्ता संस्थाले सम्बन्धन लिने विश्वविद्यालय वा शिक्षण संस्था विदेशमा कानुनतः सम्बन्धन विस्तार गर्न सक्ने अधिकार प्राप्त गरेको हुनुपर्ने छ ।

सम्बन्धन प्रदान गर्ने विश्वविद्यालय वा शिक्षण संस्थाको एउटा कार्यक्रम सञ्चालनका लागि जिल्लागत रूपमा दुईभन्दा बढी शिक्षण संस्थालाई सञ्चालन अनुमति नदिने व्यवस्था छ । एउटै विश्वविद्यालयको सम्बन्धनमा एक प्रदेशमा तीन वटाभन्दा बढी संस्थालाई कार्यक्रम सञ्चालनको अनुमति नदिनेसमेत उल्लेख छ । यो नियम लागु हुनु अगावै स्थापना भएका संस्थाको हकमा भने जिल्लागत रूपमा दुईभन्दा बढी कार्यक्रम समेत सञ्चालन गर्न दिइने उल्लेख छ ।

५९ कलेजमध्ये ४७ वटा कलेजका विश्वविद्यालय विश्व वरीयताको एक हजारभित्र नभएको पाइएको छ । एक हजारभित्र नभएका विदेशी विश्वविद्यालयका कार्यक्रम काठमाडौँ उपत्यका र मुख्य सहरमा सञ्चालन भइरहेका छन् । राज्यलाई नै चुनौती दिँदै ती कलेजले शैक्षिक कार्यक्रम सञ्चालन गर्दै आएको पाइएको हो ।

तर, नेपालमा सञ्चालनमा रहेका त्यस्ता विभिन्न कलेज नियम विपरीत सञ्चालनमा रहेको पाइएको छ । पूर्वसचिव शंकरप्रसाद कोइरालाको संयोजकत्वमा शिक्षा मन्त्रालयले गठन गरेको विज्ञ समितिले समेत नियम विपरीत सञ्चालनमा रहेको प्रतिवेदन बुझाएको छ ।

शिक्षा मन्त्रालयले हालै गरेको अनुगमनको क्रममा समेत ती कलेज तथा शिक्षण संस्थाहरूले नियम कानुनको पूर्ण पालना नगरेको पाइएको थियो । शिक्षा मन्त्रालयले गरेको अनुगमनको प्रतिवेदन भने तयार भइसकेको छैन ।

५९ कलेजमध्ये ४७ वटा कलेजका विश्वविद्यालय विश्व वरीयताको एक हजारभित्र नभएको पाइएको छ । एक हजारभित्र नभएका विदेशी विश्वविद्यालयका कार्यक्रम काठमाडौँ उपत्यका र मुख्य सहरमा सञ्चालन भइरहेका छन् । राज्यलाई नै चुनौती दिँदै ती कलेजले शैक्षिक कार्यक्रम सञ्चालन गर्दै आएको पाइएको हो ।

शिक्षा, विज्ञान तथा प्रविधि मन्त्रालयले नियम कानुन बाहिर गएर सञ्चालनमा रहेका शिक्षण संस्थाहरूमाथि अनुगमन तथा कारबाही प्रक्रिया अगाडि बढाएको छ । केही समय अगाडिमात्रै सबै शिक्षण संस्थाको अनुगमन गरेको थियो ।

मन्त्रालयका प्रवक्ता सह–सचिव केशव प्रसाद दाहालले विदेशी शिक्षण संस्थाबाट सम्बन्धन लिएका कलेजहरूको अनुगमन गरिएको बताए । ‘हामीले भर्खरै १० वटा विभिन्न समूह बनाएर सबै शिक्षण संस्थाको अनुगमन गरेका छौँ । त्यसको अध्ययन गर्ने काम भइरहेको छ । अध्ययन सकेर प्रतिवेदन बनाएपछि आवश्यक निर्णय हुन्छ,’ प्रवक्ता दाहालले भने ।

विज्ञ समितिको प्रतिवेदनले निर्देशिकाको भरमा शिक्षण संस्थाहरू सञ्चालनमा रहेको भन्दै त्यसका लागि व्यवस्थित गर्न सुझाव समेत दिएको छ । विश्वविद्यालय स्थापना गर्ने विषयमा नेपाल सरकारलाई परामर्श दिने निकाय विश्वविद्यालय अनुदान आयोग र यसको ऐनमा पनि यसबारे केही उल्लेख नभएको प्रतिवेदनको ठहर छ ।

मन्त्रालयले सम्बन्धन दिँदा र नवीकरण गर्दा निर्देशिका पालना भए नभएको अनुगमन नगर्दा समस्या भएको विज्ञ समितिको ठहर छ । शिक्षामन्त्री सुमना श्रेष्ठले त्यस्ता कलेजमा विद्यार्थी भर्ना नगर्न÷नगराउनका लागि सार्वजनिक अपिल गर्ने निर्णय गरेकी थिइन् । तर, सरकार कामचलाउ हैसियतमा सीमित रहेको भन्दै मन्त्रालयका कर्मचारीहरूले सूचना जारी गर्न मानेनन् । त्यसपछि मन्त्री श्रेष्ठको सचिवालयले सञ्चारमाध्यममार्फत तथा सामाजिक सञ्जालमार्फत नै सार्वजनिक गरेको हो ।

विज्ञ समितिको प्रतिवेदनले निर्देशिकाको भरमा शिक्षण संस्थाहरू सञ्चालनमा रहेको भन्दै त्यसका लागि व्यवस्थित गर्न सुझाव समेत दिएको छ । विश्वविद्यालय स्थापना गर्ने विषयमा नेपाल सरकारलाई परामर्श दिने निकाय विश्वविद्यालय अनुदान आयोग र यसको ऐनमा पनि यसबारे केही उल्लेख नभएको प्रतिवेदनको ठहर छ ।

निर्देशिकामा प्रत्येक वर्ष संस्थाले नवीकरण गराउनुपर्ने व्यवस्था छ । एक वर्षेभन्दा बढीका र ४ वर्षे सम्मका कोर्ष चलाउन संस्थालाई अनुमति दिने र प्रत्येक वर्ष संस्था नवीकरण गर्नुपर्ने व्यवस्था नै व्यावहारिक नदेखिएको तथा तोकिएको समयमा नवीकरण नभइ चलेका संस्थाहरूको विषयमा अनुगमन गर्ने, निर्देशिका अनुसार मापदण्ड पूरा नगर्नेलाई खारेज गर्ने तथा सार्वजनिक नगरेको देखिएको प्रतिवेदनमा उल्लेख छ ।

विदेशी सम्बन्धनमा खुलेका कलेजमा कुन वर्षमा कुन विषयमा कति विद्यार्थी अध्ययन गरिरहेका छन् भन्ने यकिन तथ्याङ्क उपलब्ध हुन नसकेको समेत समितिले जनाएको छ ।

विज्ञ समूहले भने अबदेखि विश्व वरीयतामा ५०० भित्र परेका विश्वविद्यालयबाट मात्रै सम्बन्धन दिनुपर्ने सुझाव दिएको छ । सम्बन्धन लिनेमा अधिकांश मलेसियाका विश्वविद्यालय तथा संस्थाहरूबाट सम्बन्धन लिएर शैक्षिक कार्यक्रम सञ्चालन गर्दै आएका छन् । त्यस्तै बेलायतका उत्कृष्ट १००० भित्र नपर्ने विश्वविद्यालयबाट समेत सम्बन्धन लिएर नेपालमा शैक्षिक कार्यक्रम सञ्चालन गरेको देखिन्छ ।
